Policy Paper ‘Quantum Technologies technologies: how to bet and get it right from Spain and the EU’
April 09, 2025A new report by the Elcano Royal Institute, prepared in collaboration with Tecnalia, highlights the urgent need for a strategic commitment to quantum technologies in Spain and Europe.

Entitled ‘Quantum technologies: how to bet and get it right from Spain and the EU’, the policy paper analyses the crucial role that quantum computing, communications and quantum sensing will play in key sectors such as health, defence, energy and industry.
The document warns that, despite being the second region in the world in public investment in quantum, the EU is far behind the United States and China in attracting private investment. Spain, for its part, has scientific and business strengths, but needs to concentrate efforts, especially in high-potential areas such as quantum sensing, which is less saturated with international competition.
The report stresses that Europe still has room to position itself as a world leader if it manages to articulate a clear and coordinated strategy. To this end, it recommends greater public-private collaboration, investment incentives and the promotion of initiatives such as Quantum Spain or PERTE Chip. He also underlines the value of integrating infrastructures and policies in the European framework, through tools such as the Quantum Act or the STEP platform.
In a year marked by the celebration of the International Year of Quantum Science and Technology by the UN, the authors send a clear message: ‘The future is being written now and we cannot remain mere spectators’.
